Usually people pull their license out of their wallet, they don't turn from the cop and go digging for it in their car seat.
I can understand how a cop in high alert mode could think he was going in his car to grab a gun.
Is the cop at fault in this scenario? Yeah, he was quick to judge but I feel the cop's action is within reason.

I would have done the same, to get my ID out of the car. He should have first asked, "where is your ID", that way the guy could tell him. Not only that but the guy had his hands up after the first shots, and he did not have a weapon, so why did he keep shooting?
