I keep hearing 21 day incubation. Is that the norm or do most present symptoms before 21 days. This patient, if the story is true, became ill 5-7 days after exposure.

21 days is the limit they put on symptom development. If by 21 days you have not developed symptoms after exposure...they assume you won't ever get the virus.

Interesting. Not ever.... or just for this instance of exposure? And do you know of any studies on anything in common among those who have definitely been exposed and didn't get sick?

I don't know of any studies. This is the first I have read about symptoms showing within 5 days of exposure. If this is true, what if one knows they are sick at 5days, but still have 15 days to travel to the US or Europe hoping to obtain intensive care in hospital?
Now this would be truly frightening
