Ezekiel 37:11 Then he said unto me, Son of man, these bones are the whole house of Israel: behold, they say, Our bones are dried, and our hope is lost: we are cut off for our parts.

12 Therefore prophesy and say unto them, Thus saith the Lord God; Behold, O my people, I will open your graves, and cause you to come up out of your graves, and bring you into the land of Israel.

Ezekiel 37 is all about Israelis returning to their land.

I don't recall any biblical basis for Moses ever residing in Israel...

Remember Israel is Jacob's progeny....

If I add a timeline it might help show how things go on the day of His return. The two witnesses are raised by 12PM, the 7 vials are poured out in just a few hours and then the re:20:4 resurrections will take place. For the 12 Tribes it means being raised from the grave so you are in the land of Israel (Eze:version) The 'house' in Eze:37 is the Temple from Zec:6. The 144,000 and the newly resurrected people will drink the water and eat from the tree of life withing 10 days.
Over the next 30 days the 'Church' will wander in from the east. They walk so they become witnesses to the destruction that happen during the 7 vials and they have drank the eater and eaten from the tree of life so they are sinless when they enter Jerusalem.
Moses was the first High Priest to the 12 Tribes, before that the High Priest of Salem was the High Priest. That would have made him Adam and Eve's High Priest also. Moses introduced the exodus wars that saw the last 6 fingered person killed. That ended the law they represented (Tr:21 Law) and the 10 Commandments became the Law. That is also when the 120 year determination from Ge:6 came into effect. God would judge people at the age of 120, Moses died as god would have had to judge him to be a sinner.
Being born after Abraham's son would make him a member of the 12 Tribes, the 24 Elders are from all nations and they are probably the oldest lived people and that would be from before the flood. The instruction they bring would be based being witnesses to how fallen angels acted before the flood when the extermination of 5 fingered mankind was the program being run.
That is what Satan and the remaining fallen angels will be thinking of doing when they are released from the Pit at the end of the 1,000 year reign.

This is to show the only gathering has the ones in the grave being included, it is a sign that God is at work, without them being alive it is not prophecy unfolding.

M't:2:16-18:
Then Herod, when he saw that he was mocked of the wise men,
was exceeding wroth,
and sent forth,
and slew all the children that were in Bethlehem,
and in all the coasts thereof,
from two years old and under,
according to the time which he had diligently enquired of the wise men.
Then was fulfilled that which was spoken by Jeremy the prophet,

Jer:31:15-17:
Thus saith the LORD;
A voice was heard in Ramah,

Rahel weeping for her children refused to be comforted for her children,
because they were not.
Thus saith the LORD;
Refrain thy voice from weeping,
and thine eyes from tears:
for thy work shall be rewarded,
saith the LORD;
and they shall come again from the land of the enemy.
And there is hope in thine end,
saith the LORD,
that thy children shall come again to their own border.

The ones gathered here would include the resurrected also so that is who is doing the clean-up at the start of the same chapter. Israel in Zec:14 would also be the living and the resurrected and the yearly feast will happen 1,000 times in a row.

Eze:39:25-29:
Therefore thus saith the Lord GOD;
Now will I bring again the captivity of Jacob,
and have mercy upon the whole house of Israel,
and will be jealous for my holy name;
After that they have borne their shame,
and all their trespasses whereby they have trespassed against me,
when they dwelt safely in their land,
and none made them afraid.
When I have brought them again from the people,
and gathered them out of their enemies' lands,
and am sanctified in them in the sight of many nations;
Then shall they know that I am the LORD their God,
which cause them to be led into captivity among the heathen:
but I have gathered them unto their own land,
and have left none of them any more there.
Neither will I hide my face any more from them:
for I have poured out my spirit upon the house of Israel,
saith the Lord GOD.

Thing is

God told Moses he would never enter 'the promised land'...

“Then the Lord said to him, ‘This is the land I promised on oath to Abraham, Isaac and Jacob when I said, “I will give it to your descendants.” I have let you see it with your eyes, but you will not cross over into it.’

The 12 tribes of Israel were never lead by Moses...

Moses is hailed as the leader of the Exodus, the one through whom God delivered His people from Egyptian slavery.

But like I said - he ever entered Israel or lived there.
