Did she and her passenger throw their stupid attitude towards a cop? YES.
Did the driver and passenger IGNORE the cop's demands? YES.
Who is FULLY RESPONSIBLE for escalating a minor situation into a "disturbing" outcome? THE CAR'S OCCUPANTS.
