Interesting that he would donate blood plasma to her. Article also says he offered donation to Duncan but their blood types were different.

We know this is true, blood transfusions to help with anti-bodies.

Now, where are the survivors of Ebola in Africa?

Apparently it has a 50% death rate, so there are approximately 4000 people with anti-bodies to Ebola.

So then why couldn't anyone get a transfusion for Eric Duncan?

Maybe they know he was a terrorists? (just speculation people)
