Formaldehyde dissolves easily but does not last a long time in water.

Seriously, if each could do 3 or 4 wells a day that's 7,000 in a week. They could wipe out West Africa at that rate. Just seems like far too many people to entrust with an activity so nefarious the local villagers would probably kill if caught. 10 or less people could do enough damage and minimize the risk of being caught and exposed.
