Formaldehyde dissolves easily but does not last a long time in water.

Seems to me like 250 people is far more than would be needed to go around and poison wells with formaldehyde. Seriously, if each could do 3 or 4 wells a day that's 7,000 in a week. They could wipe out West Africa at that rate. Just seems like far too many people to entrust with an activity so nefarious the local villagers would probably kill if caught.
10 or less people could do enough damage and minimize the risk of being caught and exposed.

In my opinion it's designed to be multiple short-term attacks in each case (enough to trigger a localized, short-term and somewhat real-time reaction).
