Does this language actually say they are being deployed to Africa?

It's deliberately vague which means the president has broad authority. Unless there's a prohibition against foreign deployment, he can assign them WHEREVER. That was my point. I was being a tad facetious when I mentioned Coast Guard. The point is he can assign anyone anywhere if they are not in an active, essential duty in their military unit at present. His authority is broad and unlimited over where and how conscripted personnel get used. Very scary. your constitution of the USA, art 2 the executive says: "The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;...."
