Does this language actually say they are being deployed to Africa?

It's deliberately vague which means the president has broad authority. Unless there's a prohibition against foreign deployment, he can assign them WHEREVER. That was my point. I was being a tad facetious when I mentioned Coast Guard. The point is he can assign anyone anywhere if they are not in an active, essential duty in their military unit at present. His authority is broad and unlimited over where and how conscripted personnel get used. Very scary. That isn't exactly what it says. It sounds like you think if they already have an essential duty they can't be called up. According to the quote below he can call the Coast Guard when it is not acting in service to the Navy. He is giving authorization to call up any and all persons in the Coast Guard, Coast Guard reserves, and prior Coast Guard (this is the individual ready reserve). It does sound like it is only the Coast guard. The part about essential means that people with certain job classes will be called up. Whatever job class they deem essential. I read somewhere, and can't remember where, that the essential job classes included engineers and communications specialist. "I hereby authorize the Secretary of Defense, and the Secretary of Homeland Security with respect to the Coast Guard when it is not operating as a service in the Navy, under their respective jurisdictions, to order to active duty any units, and any individual members not assigned to a unit organized to serve as a unit of the Selected Reserve, or any member in the Individual Ready Reserve mobilization category and designated as essential under regulations prescribed by the Secretary concerned, and to terminate the service of those units and members ordered to active duty. " I read this that he is talking to two people, the Secretary of Defense for all other units and the Secretary of HS for Coast Guard.
