Any intelligent man would be armed if his first plan of action while breaking a law would be to be armed.
Being unarmed while being aggressive or breaking laws would seem very, very stupid.

Re-read your own article. He was not unarmed. The cops were called by an eye witness that claimed he was selling drugs. When the cops got there and attempted to arrest him, he resisted arrest (surprise surprise) and in the struggle they thought what he had in his pocket was a gun, but it turned out to be Oxycodone. more suspected drugs and a gun were found in his car.

Lessons:
Don't sell drugs.
Don't resist arrest when the cops come to investigate an eye witness report that you are selling drugs.
Don't stick your hands in your waistband when the cops who are there to investigate a suspected drug dealer tell you to show your hands.
Don't keep fighting with the cops after they have chased you down and are trying desperately to control the hand you have jammed in your pocket.

All of that above might just get you shot.
