What type of energy waves move slower than Voyager 1's radio signals?

Also what source for these waves exists within how far a radio signal could travel in 2000 years?

According to Google and Space.com - The Voyager 1 radio signal travels at the speed of light and takes roughly 17 hours to reach the Earth (one way) According to the Wiki: As of October 2014, signals from Voyager 1 take over 18 hours to reach Earth.

A plasma wave (like that which we experience due to a CME) travels at 3 million MPH. Voyager 1 is about 11.3 Billion miles from the sun (or was in 2012) when it was last reported.

So at top speed a plasma wave would take 5 months to reach us from Voyagers position, but it takes 18 hours for Voyagers signal to reach us because it is moving at the speed of light or very close to it.

But that's only IF the Plasma waves speed could be confirmed. Without knowing where it came from it's quite possible that it has slowed down significantly since being expelled.
