This is like the US military breaking the chain of command and doing whatever they like - with deadly force. There's a reason we have civilian control of people with official guns. It keeps us free. A police department separating themselves from elected oversight is not a good thing. Especially since all this was started by the homicide of an innocent man - and NYPD is completely unapologetic Garner's murder. Yes, the NYC coroner determined Garner was a victim of homicide.
