There is some truth in the joke:
Heaven is where the police are British, the lovers French,the mechanics German, the chefs Italian, and it is all organized by the Swiss.
Hell is where the police are German, the lovers Swiss, the mechanics French, the chefs British, and it is all organized by the Italians.

You're absolutely right though, the problem is Europeans are a bunch of very different cultures, and we're not really suited to the unification agenda. That's why we got a situation where the law-and-order-happy northerners made up tons of rules and regulations, which the more relaxed southerners promptly ignored. Chaos ensued. The project was bound to fail from the start.
