EXACTLY!!
if you read between the lines of what this report is saying it says just that!!
'Black Holes' was a term used to explain a process, one that wasn't really understood and therefor could not be tested or proven.
The LHC is a experiment that will test a new way of looking at this model.

In a nutshell....
its possible that Black holes being viewed as Gravity's engines is wrong.
Rather Gravity is the weaker force in this dimension because it is spread over multiple dimensions, as the new theory 'Gravity's Rainbow' suggests.
One way to explain this is Black Holes are opening's in OUR dimension of space and time in which gravity flows from an 'origin' source, into our dimension/universe.

This being found to be true, would actually resolve the black hole paradox at event horizon, where gravity is no longer the weaker force, but the strongest.
