The inexplicable and near silent white-and-blue flashes were filmed lighting up the sky over the southern Russian city of Stavropol. (video in link) The city is home to Russia’s 49th Army, which is headquartered in the Institute of Communications of the Strategic Rocket Forces. If the street lights operate with a photocell to turn them on/off depending on the light levels, sure. But it would not be burning them out, it would be shutting them off until the photocell determined it was dark enough to turn the lights back on.
