what I got out of it....it's a last ditch effort to bring them to the table and has this out before he goes another route...he basically set the state with facts that are verifiable as you can see from the rebuttal they don't dispute them. the next day or so we should get a sense of what is coming. I give it a week tops and then he'll go the emergency route if they continue to hold to their position, but it makes them look very bad in the eyes of citizens now that it looks like they are picking illegals over the average American citizen
