Voting should be frequent and for issues only. Officials should only be administrators.
Why do we elect and allow a person who promises one thing to end up delivering another? The term of office is long enough that the elected official will be deciding issues that the voter and official never even considered during the election. If voting was used for deciding the will of the people on issues and administrators/managers were hired to implement the wishes of the voters, perhaps the world would be a better place.
