The Council of Governors
The Council of Governors (Council) was created by the National Defense Authorization Act for FY 2008 and formally established by Executive Order 13528, issued on January 11, 2010.
The Council consists of 10 governors appointed by the President (and the Mayor of the District of Columbia. The Executive Order specifically names a number of federal participants in the Council, including the Secretaries of Defense and Homeland Security, the President’s Homeland Security and Counterterrorism Advisor, the Commander of U.S. Northern Command (NORTHCOM), and the Chief of the National Guard Bureau, among others.
The Council of Governors is composed of 10 members, selected by the President for a term of 2 years from among the governors of the several states and territories of the United States and the Mayor of the District of Columbia. No more than five members may be from the same political party.
Two members of the Council, of different political parties, are designated by the President to serve as Co-Chairs of the Council.
The work of the Council is coordinated by an Executive Director
designated by the Secretary of Defense.
Remember that the U.S. ALREADY consists of (and at times and in ways is managed as) TEN FEMA regions.

The Governor of Oklahoma (Brad Henry) is not presently named to the Council of Governors. Gov. Henry did serve on the Council from Feb of 2010 to Jan of 2011.
