Even the groids themselves probably are.
No one wants to tell them the truth, that they are going to have to pick themselves up by the bootstraps and put in a few generations of intellectual work to up the group IQ before they'll be able to accomplish anything other races do.
No, let's tell them they're equal and give them jobs with authority in the community, lovely idea...
