Even the people involved aren't questioning what they're doing. That's just not true, while the U.S. military may be fighting battles, a Declaration Of War has never been made. That fact makes this "exercise" illegal on a federal level, as the military is not to practice within the civilian realm, that's what military training grounds are purpoused for. If this is only an exercise, it is an illegal one. Maybe some soldier will question but the way America works today since Waco, Oklahoma and 9/11 he can't do much about it. Obama didn't fired/retired all those generals because they were playing to much golf.
