Although I didn't have any contact with the agencies listed, I did have regular dealings with others. When it comes to regulatory compliance, shippers from governmental organizations do what they want, when they want, how they want - even if it is NOT IATA/ICAO compliant. They either crank out exemption letters, or phone calls are made that push their shipments through the system no matter what. I'm not especially surprised by this, and am not aware of the FAA issuing a letter of investigation and/or fining ANY gov't org. |
