...I Don't think I said Ukrainian warheads, but they were infact Ukranian after the Soviets jumped ship for a short amount of time, they were under Ukrainian control hence why the memorandum was put forward, and the memorandum was for their return and they were of course produced and maintained by the Soviets up until that point in history. At least that's my understanding, if it's different please provide a link for my own education. Interesting background on the Removal..The Ukraine was paid well.. Budapest Memorandum on Security Assurances..
