Considerinh though that the Texas government has been very concerned about Jade Helm, perhaps Texas had decided to do this prior to now, and anticipated the federal government may respond with hostility. They were paying a hefty fee to this out of state bank. The legislature just provided a new depository for this bullion, out of the hands of the usual suspects. When they try to transfer the physical bars, we'll see if the bank can cough it up or if it has been leased out (sold).
