Maybe a doctor's prescription of sunlight for his eczema would work, otherwise transfer. But that is my problem, how can a school require application of ANY substance? Because the government (an ever growing beast) is trying to take control of everyone, children first. Just look at the requirements some schools have over vaccinations.
