Help..How-to add background to cell phone videos filmed in portrait mode -Video Editing
I've looked everywhere and have tried many programs any one have any idea?

It takes a cell video filmed in portrait screen and adds a zoomed blur effect to the left and right side

I've seen it used on the News showing cell video

Example at 0:24 mark
