It's a Russian remake of "Tic Tic Tac" by Carrapicho that likely originated from misheard lyrics, but that's all.

But I hardly can imagine a boy who wants to go to Tambov. Only living association is of a typical response to "tovarish" address from some old movie about criminals (if I'm not mistaken).
