Is it true Russians are specializing in terra-forming warfare?

Heard of it several times, but never in conjunction with Russian army. Another thing I remember of is a quite real project devised by Sakharov (a man who later became a "dissident", someone battling against Soviet establishment, but became world-famous Academic scientist for creating Russian Thermonuclear bombs): he proposed planting warheads into the trenches between continents. The plan was to detonate them simultaneously to cause a massive shift of the crust, forcing North American continent to sink for example. There was a version of this project in which warheads were supposed to be delivered to the targets by the unmanned submarines (i.e. underwater drones in modern words). Then (in early 80s AFAIK) the project was rejected as being "too horrible and inhumane", but lately the whole concept of "nuclear intercontinental torpedo" has reemerged in one quite suspicious leak.
