Is our own government creating problems -- weather, economic, energy, etc. -- to FORCE us to innovate?

When problems arise, humans adapt. In times of normalcy, human stagnate, because there's no carrot or stick motivating us to change.

For example, is HAARP, or another government weather modification program, creating drought (pushing the winter jet stream over the West far to the north) by denying the most agriculturally abundant state -- California -- the atmospheric conditions necessary to produce weather systems that can produce the rain and snowfall necessary to water its highly profitable crops?
