The Fermi 2 emergency plans are tested regularly. The Federal government requires a complete test of the plan each year.

Anyway, the regulators and inspectors are probably all surfing for porn or on vacations paid for my MichCon instead of doing their fucking jobs, just like the SEC guys were doing in 2008 before the financial crash. Like communism, it all looks good on paper, until you toss the worthless, lazy, equal opportunity government worker into the mix.
