The Fermi 2 emergency plans are tested regularly. The Federal government requires a complete test of the plan each year.

Look to the NRC, and see what kind of palling around in the bathhouse is happening in THAT agency. They've been dumbing down the standards since the 1970's.  POTUS is the chief administrator for the USA. The buck stops with him, if he's doing his job. He's fully accountable for the actions and results thereof of all minions working in letter agencies in the entire federal government. No exceptions. If he can't take the heat, he needs to resign.
