Talavera and Cabanatuan City are located in a plain surrounded by mountains to the north with two rivers that run through it. In other words, the place is going to turn into a huge lake. I spoke to her this morning and power is still on, but i don't imagine for long. Told her to prepare to evacuate as barangays in Isabela have already flooded. |
