I'm pretty sure the S-500 radar would be an asset even if the rockets were the short range ones from the S-300 system. One stationed on the Golan Heights would reach past Libya. The data would be useful in determining who is doing what to whom as that could be filed with the ICC and a big fine levied and given to the victims. Pretty soon only the really stupid are still acting up.
