I'm pretty sure I can show that this can only happen after the 7 vials have been poured out, part of that is Satan being put into chains and put into the Pit when he and all remaining fallen angels are released so God can finish 'the bruise to Satan's head' as well as all the other fallen angels not already in the fiery lake. He would either be part of the 24 Elders that will sit on thrones during the 1,000 years act as shepherds to the 12 tribes who have just been resurrected from the grave according to Eze:37. Moses would be part of that group.
The point is they are alive on earth only after the wrath associated with Jesus is in the past so the ones being instructed are part of the 1,000 year group and the only wrath that comes after the return is when Satan is released from the Pit and God sends him to the lake. The people are witnesses to that event rather than they are tempted to join Satan and the remaining fallen angels.

Eze:38 and 39 are also during the 1,000 year reign. Gog is not created until 7 years and 7months of the 1,000 year reign have expired. The bones that are gathered are the 200M angelic horsemen that are the manifestation of 4 fallen angels that are released from the Pit. They rejoin Satan and then both are sent to the lake.

Mal:3 is referencing John the Baptist and the fulfillment is in Jogn's speech in John:1 about him being a witness to Jesus rather than he is who Jesus becomes by the end of the NT.
Combined they cover both bruises mentioned in Ge:3:15.

The people that start off Eze:39 are the 144,000 and the resurrected from Eze:37 and their gathering at the end of that chapter includes both groups as the resurrected ones drink from the river in Eze:47 first and the resurrected from the Church drink before the gentiles that were alive after the 7th vial had been poured out do. That is who is alive for the 1,000 years, nobody is given in marriage so no children are born during the 1,000 years.
