So the state has been paying food and board for this scumbag for 30 years, and now they'll probably have to pay out a settlement too.
He was convicted in a court of law, wasn't he? Ergo, he was guilty. He should have gotten the chair 30 years ago and saved everyone a whole lot of trouble and money.
