This agenda for population control & reduction has been in development for decades. The ideal medium has always been to initiate a mark or tattoo of sorts on or in the body of each person in the global population. The most likely method would be via vaccines. The PTB have been experimenting on humans for years by making vaccines out to be normal as the expected cure for all modern ills.

A simple vaccine was supposed to have been the easiest way to convince the population to voluntarily take the alleged cure. Later, with the development of a nearly undetectable element, which is today's nanoparticle, it could be easily injected into the human body through this vaccine brew that would be the latest and best answer to the next seasonal virus.

However, because the public has become more and more suspicious of vaccines and aware of their dangers, their plans had to be adjusted. Now they had to up the ante by initiating a scare via a global Pandemic introducing the possibility of a compulsory vaccine requiring the citizen to show a certificate of vaccination to interact with the rest of society. All those who refuse to comply are made outcasts.
