I have to agree with this though given that public consumption and the inner workings may be vastly different this might actually be true.

remembering that our new to us information began to arrive to our shaman in the last decade or two of our 1800`s and we know that alteration to the "tone" of our electric magnetic fields alters our moral compass as in:
how we translate the information we possess (beliefs)
we remember that our ussr discovered the chinese belief that our universe is organic (alive)
they also reached agreement that our shaman frequently received information not only from our universe/environment as in walter russell, our shaman also received information from people whom live in locations far away from earth (nikola tesla)
they noticed a difference in the content of the information from the 2 sources
our information from our environment biased towards morals (meaning of life)
and
the information from people of non earth origin biased towards technical information of the structure and function of our environment (universe)
with that in mind we can look at the capital of the region the ussr utilized for it`s discoveries in space in a different light
