According to the OP, we are supposed to conclude that black cities are dangerous because they are black and white cities are safer because they are white.

Why are black cities violent? Is it because their citizens are black? Or is it because the CIA has targeted the black community for decades? They brought crack cocaine into the inner cities to destroy them. They created mandatory sentencing laws for crack that destroyed families when the equivalent amount of cocaine was a fine.
