Wednesday, regarding the water crisis.

Earley, who is the current Emergency Manager for the Detroit Public Schools, once led Flint as an Emergency Manager.

Congressional sources tell WXYZ's Jim Kirtzner Earley has hired an attorney and it's not clear if he will show up for the hearing.

Members of the Keith Creagh from the Michigan Department of Environmental Quality, Marc Edwards from Virgina Tech, along with officials from the EPA are scheduled to testify with Earley Wednesday morning.

FLINT WATER CRISIS
EPA too slow to respond to Flint crisis, critics say

Todd Spangler, Detroit Free Press

Ryan Garza/Detroit Free Press
The state said Friday that purified water it sent to Flint state offices in January of 2015 was for use by the public, not just state employees.
WASHINGTON — By the third week of January, EPA Administrator Gina McCarthy knew something more had to be done about the situation in Flint.

Months after her agency first learned of high levels of lead in the tap water there, state regulators and local officials still were dragging their feet, failing to provide the Environmental Protection Agency with water quality data or report on the progress being made in controlling corrosion in an unknown number of old lead service pipes.
What had until then been a public health crisis limited to Michigan had blown up on the national political stage as well, with McCarthy’s boss — President Barack Obama — meeting with Flint's mayor and saying on a visit to Detroit he “would be beside myself” if his kids faced the risks those in Flint did.

The FBI is now investigating the contamination of Flint’s drinking water, a man-made public health catastrophe, which has left an unknown number of Flint children and other residents poisoned by lead and resulted in state and federal emergency declarations.

The residents of Flint want to blame the State, however, they need to look at their own city officials too, as they had a hand in what is going on there.

"...the city disregarded federal rules requiring it to seek out homes with lead plumbing for testing, potentially leading the city and state to underestimate for months the extent of toxic lead leaching into Flint's tap water.

City water officials filed certified documents with state regulators that claimed the city only tested tap water from homes where residents were at the highest risk of lead poisoning, but records obtained by The Flint Journal-MLive show those claims were false and may have delayed efforts to fix the public health emergency here...In response to questioning, Flint Utilities Administrator Mike Glasgow said the city was struggling to collect the number of samples that were required following the city's switch to the Flint River as its water source in April 2014.

Records of the material in individual service lines were not readily available or did not exist, Glasgow said, leading the city to submit samples regardless of whether homes were at high risk of lead in water."

So because there are so many "high risk" lead lines in the City of Flint, there should have been ongoing records of testing from those lead service lines, even before the switch to the Flint river water. These records don't exist either! Rules and procedures are in place, but just wave the magic wand, and everything will be A-OK! Until the chickens come home to roost.
