Based on what? An inconclusive DNA test 20 years after the fact? Why isnt the father in jail if it is so clear?

Cleared of the source of DNA maybe. A strand of hair on a rope that could have been handled by many people many times is hardly compelling evidence. He hasn't been cleared on anything else as he had no alibi to clear him. He has been caught lying too many times to be cleared. When is the indictment?
