I certainly wouldn't put it past TPTB but let's face it, Little Kim is batcrap crazy. Nothing this man does would surprise me including trying to launch a preemptive nuclear strike if he ever becomes capable of it. He is so delusional he probably wholly believes that he and his people could survive the resulting retaliation.
