First guess would be retaliation nuclear silos, bombers, etc.

A nuclear first strike will take out ALL retaliation systems ASAP. Including command centers, silos, bomber bases and communication systems to submarines, quiet boomers.

As well, if possible, emulate standard signals to the subs to keep them from launching.
