It's a membrane that covers the entrance to the vagina, but doesn't cover it completely. When I was a virgin I could still use small-size tampons.

Oh and years ago I worked for a gynecologist and a nun came in for an exam, seriously a nun. I wondered how he would do a pelvic exam but there are child-sized speculums (the instrument they insert into the vagina to hold it open for a pap smear) and he was able to use that without her being too uncomfortable.
