Im not expert but i presume you mean for graphene research. Yes there was an EU budget for it, but in the end we'll all benefit from it. The UK ministry of defense must have concluded that solving the problem of graphene on their own was too hard and the best option was to open source the problem. Don't forget there are many technologies that get patents or are discovered in universities and then get classified top secret and developed by the military industrial complex, optical invisibility camouflage for example. The world has the UK to thank for not classifying graphene from the get go.

Think about it this way. If when graphene was discovered to be attainable (at the university of Manchester UK) the Government and the MOD thought they would be able to actually produce sheets of it on a large scale, we could have had an insurmountable military advantage if it was classified and developed by the military solely for military purposes, the UK would be the richest most powerful nation on earth.. But clearly it was deemed too difficult to solve with our limited budget. Or else it certainly would have been classified.
If an inventor today was to come up with a zeropoint generator for free energy, they would probably be assassinated and the patents instantly classified top secret, that's because its deemed to be of national defense significance. The inventor would be silenced and paid off at the very least. Tech like that does not just go open source to the world like graphene has, that is not how it works.

Dude the UK has had nuclear reactors and bombs since the 1950s, we practically invented it. Along with a hell of a lot else that you take for granted.

Think about a roof on a house that in the summer REFLECTED BACK all the HEAT INDUCING SOLAR RADIATION that fell upon it?

Air Conditioning bills, and energy consumption, would DROP precipitously!!

Ditto other applications where you WANT to NOT absorb light or the solar energy that comes with it such as the exteriors of automobiles (heat build up in the sun again)!!

Cheap reflective material? That is also an option for it's uses since if it is only absorbing 2.3% of the light it is also then REFLCECTING BACK 97.7% of the light and energy!!

NEAT STUFF characteristics in other words ... when you start thinking out of the box as to what you could use it for.
