Most likely because Romney and Lindsey Graham were trying to coerce the Rino's to rally behind Cruz as they play GOP musical chairs with any candidate they can bribe. Rubio, Jeb are out and this was their last chance with Cruz. The Rino's know they can't win with a Kasich bid and they were planning on using Cruz despite hating him so much.
