I don't know what Tara is I know there is an Irish location named same and I have not been to the location The White Tara is considered the Solar Mother, the mother of all Buddhas. The Green Tara is the Lunar Daughter, who descends into the samsara, to save Her creatures. Essentially, they are 2 aspects of the 1 goddess.
