The DOJ may not of knew his speech, but they knew where she stood on the day of the tarmac meeting. The DOJ knew what was coming down the pike. The meeting with Lynch and Bill was to let hitlery know not to perjure herself during her "interview" with the FBI. If she passed that test, she wouldn't have charges brought. So, she was given a heads up.
