There are several different classes of body armor, each with different levels of resistance to bullets. Cops wear a lower level vest designed for pistol rounds since that is typically what they are up against. The reason they don't wear armor rated for rifle rounds is because it is much heavier, bulkier, and hotter and simply miserable to wear for any length of time. Although after this shooting, I suspect some may consider it.

All that being said, even with one of the heavy duty vests, unless it had steel plates, it would probably still be penetrated by steel core 5.56 at close range.

From the way the bullets spark in the video in this topic Thread: DALLAS COP KILLED ON VIDEO BY HIGHLY TRAINED KILLER! VIDEO HERE its clear the rounds were quite easily able to penerate level I and II body armor police are wearing.
