If you only hear the voices while falling asleep and waking up, it's perfectly normal. Happens to a lot of people. It can be interesting to listen to sometimes, but most of the time it doesn't really make any sense.

Go to your kitchen. Take out a roll of aluminium foil. Wrap it around your head several times and lead a wire from it to the radiator.

If the voices don't stop, you're certified insane. If they do, you have gangstalkers and should make a new post asking for advice on that.
