It is the Firmament that rotates, slowly spreading the stars out across the Heavens, forever fixed to the inside of His handy work.

What you refer to as 'planets' are not fixed. They move independently from the Vault.

The sun and moon move in relation to the Firmament, but again, are not fixed.

All actions pertaining to Earthplane under God reside within the Firmament.

There is no 'out there'...
