The purpose of the SOE's was to allow the Governors to temporarily lift tanker restrictions. There is no State of Emergency perse, but by lifting restrictions re: size/weight/registration they are preventing one. Of course, the idiots with a pea-sized brain have nearly created a gas shortage by rushing stations to fill every container they could get their hands on. If folks would keep their heads on straight, there would not be a single station without gas right now.
