That could be who. Something you do bothers them, giving looks or something.
They use momentum within the matrix to attack or gangstalk you is what you're describing. Committing to actions based off of known *variables*. they're on a track. Like in karate you use your opponent's momentum against them is deflection.

I actively avoid the people who live in the supt's apt and have for years. They come after me.
The only other "daugher" would be the daughter of the previous managing agent (he was also a city council member and his wife was the rent control dept head). He wanted to scoop up the largest apt here for her, but somebody else in the bldg beat him to it at auction (the previous owner was accused of drug dealing--from what I now know, the guy might have been innocent). I've never seen her to my knowledge.
